I’ve been renting a house in the Sai Yuan area of Rawai for the past two months and every day, usually in the late morning and early afternoon when the soi is quiet, I can hear a farang neighbor beating the living daylights out of his dogs who are kept locked in kennels at the back of his house.
This is very distressing as the house is in close proximity to mine and I can hear nothing other than the thwacking noise and the subsequent whimpering of the dogs.
It’s almost as though the neighbor were somehow enjoying beating his dogs.
I really can’t bear the thought of this going on for the duration of my stay, plus I’m concerned about the odd and sadistic behavior of my neighbor. If it were a one off with someone losing their temper with their pet, as people sometimes do, it would still be awful to witness, but this seems to be a daily ritual and it is really creeping me out.
What can be done to protect those poor dogs from their cruel owner?

If you wish to try and stop your neighbour, the first thing you must do is come to the Damrongtham Center at the Phuket Provincial Governor’s Office to fill out a complaint form. However, we must stress that you must have the proof that the dogs in question are being abused by their owner.
A picture or a video showing your neighbor abusing his dogs would be ideal.
If you have no proof then there is nothing we can do as it is simply your word against his.
If you have evidence then we can go and investigate to see if we can do something to prevent any further cruel treatment handed out to the dogs.
In the interest of saving time, please ensure that you also supply us with the correct address of your neighbor.
