Working while waiting for a permit

Is it legal for foreigners to work in Thailand while they are waiting for their work permit application to be processed? Or do they have to wait until they have the work permit in their hands?

Foreigners must wait until they have the work permit in their hands before they may work. Just because a foreigner has applied for a work permit doesn’t mean that it will be approved.
